Global Affairs Canada is warning dual Chinese-Canadian citizens to present themselves only as Canadians if they are questioned or detained by authorities in Hong Kong.

In a statement emailed to Global News, Christelle Chartrand, a spokesperson for Global Affairs Canada said “under the Nationality Law of the People’s Republic of China, dual nationality is not legally recognized in Hong Kong.”

“And local authorities may refuse to grant consular access to detained dual nationals who declare themselves as Chinese nationals, as China begins to enforce this law enacted in 1980 more broadly and rigorously,” the statement said.

Actor and South Korean drama star Song Yoo-jung has died at the age of 26, according to her representatives.

Song was found dead inside her Seoul apartment on Saturday, Sublime Artist Agency said in a statement. The agency said she died suddenly but did not go into further detail about the cause.

“Yoo-jung was a friend who always gave us happiness with a bright smile, and an awesome actress who acted with a passion bigger than anyone,” the agency said.

Her family mourned her at a private funeral on Monday, the agency said.

When the Tampa Bay Lightning and New York Islanders left the familiar confines of the NHL’s Toronto bubble last weekend, they masked up to board physically distanced buses and then flew west across Canada on separate charter flights.

They were handed boxed lunches on the planes, got on different buses when they landed and checked into the Edmonton bubble. The Lightning went first Saturday, followed the next day by the Islanders and NHL employees. The Vegas Golden Knights and Dallas Stars have been in Edmonton since late July.

Two bubbles were suddenly one for the league’s final four and, as early as next week, the Stanley Cup Final.

The challenge of consolidating two quarantined bubbles with more than 1,300 people on site and keeping everyone safe during the pandemic is not easy, and it’s not completely done.

“The whole concept of creating two bubbles, hosting 12 teams with 52-person travelling parties in each bubble, that was an enormous undertaking,” deputy commissioner Bill Daly said Tuesday.

“Once we get down to four teams and having to travel two teams and some league personnel from one bubble to the next, probably in my mind was not as daunting as what we kind of went through at the start,” he said. “In terms of getting players from individual training camps in locations, some of which have big outbreaks going on, keeping them healthy, getting them into the bubble and keeping them safe. It was a daunting task and so far, so good.”

The league has reported zero positive coronavirus results among 29,890 tests administered to players, coaches and staff from their arrivals July 26 through Sept. 5, the first day of bubble-to-bubble travel.

Have there been near misses? Daly estimated that six people tested positive for the coronavirus and were isolated under local and Canadian health rules. These people serviced but do not live in the Edmonton bubble and didn’t interact directly with players; the group includes arena, restaurant and hotel workers and vendors who are also tested daily. Daly did not identify them or the timing of their positive test results.

“They go home at night, they see family members, they see friends, so obviously they pose some level of risk,” Daly said. “They’re isolated appropriately, get the right medical care and we’ve not had any outbreak situation where they’ve infected other people.”

With no positives inside the bubble after nearly 30,000 tests, Daly credited players and everyone else for a “total buy-in” to following the rules.

“It was pretty seamless, for the most part,” Islanders coach Barry Trotz said. “All the protocols are virtually the same. So the NHL has done a really good job with that. And all the vendors, if you will, have done a really good job of staying with protocol.”

Amid all the rules and guidelines, Lightning coach Jon Cooper said he and his team were able to suspend disbelief while flying so that it felt like an old-fashioned road trip.
“When you’re on the bus, everything’s kind of normal,” Cooper said. “But when we pulled up to the hotel and now you’ve got to wait for the security guys to open the gates and then you kind of get locked in and there’s fences all over the place, then you’re like, ‘OK, we’re back in the bubble.’”

The NHL is still working with the Canadian government to allow family members in, which was planned for this round, but there are some border and quarantine obstacles to overcome. So far, Canadian citizens are the only ones permitted.

Yet the hockey goes on, with over 300 people now inside the Edmonton bubble. That’s down from 700 in each city at the start of the playoffs, and while it has been working, Daly isn’t ready to declare victory.

“To this point, knock on wood, the integration has been very seamless,” he said. “We still have three plus weeks to go, but it’s all worked very well so far.”

The Canadian icon, 52, confirmed Wednesday that the rest of her Courage world tour dates have been rescheduled until 2021.

Dion previously postponed the European leg of her tour to 2021 at the start of the novel coronavirus outbreak, but as cases continue to surge around the world, Dion has decided to reschedule her entire Courage tour until 2021.

“I know how difficult this year has been for so many of us, and we are all looking forward to better days ahead,” Dion said in a statement. “I want to thank you for being so patient over the past few months while the team has been working on rescheduling our North American dates.”

She added, “Finally, we have some news, and I can’t wait to sing and dance with you all again!”

 

Dion will kick off her Paris dates in March and play 32 cities across Europe through July 2021.

Pro-wrestler turned Hollywood actor Dwayne “The Rock” Johnson said in a video message posted on social media Wednesday that he, his wife and their two young children tested positive for COVID-19 in recent weeks but that they all have recovered and are healthy.

Johnson, 48, said in the Instagram post that he and his spouse, Lauren, 35, and their daughters, Jasmine, 4, and Tiana, 2, caught the coronavirus about two and a half weeks ago from “very close family friends” whom he said had no idea how they had become infected.

“This has been one of the most challenging and difficult things we have ever had to endure as a family,” he said in the video filmed at his home.

“I’ve gone through some doozies in the past, I’ve gotten knocked around and gotten my ass kicked in the past with some challenges. But testing positive for COVID-19 is much different than overcoming nasty injuries or being evicted or even being broke.”

The actor said his family, like their friends who caught the virus first, had been “disciplined” about adhering to safety measures to avoid the virus.

The two young girls suffered only “a little sore throat the first couple of days” and bounced back, but Johnson and his wife had “a rough go,” he said.

Hamilton cops investigate after man shot to death

A 44-year-old man was gunned down in Hamilton’s sixth murder of the year.

Police responded to reports of a man suffering from gunshot wounds in the parking lot of an apartment complex just before 11 p.m on Saturday.

When officers arrived at 334 East 14th St. on Hamilton Mountain, they found the victim bleeding on the ground. He died around 11:30 after paramedics rushed the man to Hamilton General Hospital.

“Officers will be in the area for most of today canvassing,” Hamilton Police Service said in a statement.

“If you live in the immediate area, police are asking that you check your video surveillance between the hours of 10 p.m.- 11:20 p.m. for anything unusual or suspicious.”

The victim’s name has not been released and police have not issued any suspect information.

It’s time to expand your thoughts of a little log cabin getaway into something much, much grander – a visit to the Fairmont Château Montebello, reputed to be the world’s largest log cabin. Fairmont Château Montebello is built on the grounds of the 17th century Seigniorial estate of Bishop Laval, the first Bishop of Quebec. But this special place first rose to national fame in the 1930s when Swiss-American Hubert Saddlemire hired Finnish master builder Victor Nymark to create a giant version of the log cabins of the Alps. In those early Depression years, labour was plentiful and 3,500 men worked around the clock for four months to turn more than 10,000 red cedar logs into three main buildings soon nicknamed “Lucerne in Quebec.”

The people curled up by the fireplace then included prime ministers and visiting royalty. Luckily for the rest of us, the glam retreat was purchased by Canadian Pacific Hotels in 1970. They renamed it Château Montebello and opened the doors to anyone with the price of a room.

Not that the price of a room is an insignificant matter. Now called the Fairmont Château Montebello, it is easily one of the most iconic hotels in eastern Canada.

Regardless of the season, there’s always just a hint of wood smoke in the air when you enter the enormous lobby – and no wonder. The middle of this huge room is dominated by the fireplace of your chilliest dreams – six-sided and – when the weather warrants – blazing with a no-logs-spared fire. Not in a rush? Settle right in at the nearby Bar Le Foyer and start to relax.

Whether you choose a large room or an even larger suite at the Chateau Montebello, the feel will be the same. Classic wooden furniture that looks as if your great grandfather might have built it for you in his workshop, beds topped with silky linens, cozy plaid woolen blankets and pillows that are as soft and cuddly as they look. The whole point of reconciliation is to bridge Crown sovereignty with the ancient and complex laws and traditions of Indigenous communities

Those were the words emblazoned on a mock Canadian flag that went up in flames atop a bonfire blocking the Morice River Service Road, 66 kilometres into the bush from Highway 16, just west of Houston, B.C., at a place in Wet’suwet’en country that has come to be called the Unis’tot’en camp. It was Monday, Feb. 10.

For four days running, the RCMP had been making arrests at checkpoints and camps along the road in aid of enforcing an injunction aimed at allowing access to crews working on the right of way for the disputed Coastal GasLink pipeline, which is intended to carry natural gas from the Treaty 8 territory in the Peace River country to a massive new refinery near the town of Kitimat in Haisla territory on the coast.

The pipeline’s transit through the 22,000-square-kilometre traditional territory of the Wet’suwet’en people is opposed by most of the nation’s hereditary chiefs, but the project is supported to one extent or another by the elected Wet’suwet’en councils, and by all the other First Nation communities from Dawson Creek, east of the Rockies, to the Pacific Ocean. The $40-billion megaproject promises construction work for 10,000 people and as many as 950 full-time permanent jobs, and it comes with a variety of job training and benefits packages for the First Nations communities along the route.

Nevertheless, the call that went out from the Unis’tot’en camp on Feb. 10 was clear and plain. The declaration: Reconciliation is dead. The admonition: Shut down Canada. Circulated and broadcast and replicated on placards and in hashtags and headlines, it was all very melodramatic, and there have been freight train blockades and sit-ins and commuter-rail blockades and highway blockades and on and on, all across the country. Splendid.

At the moment, things have gone a bit quiet while a hastily concluded, confidential and tangentially related concordat between Ottawa, Victoria and the dissenting hereditary chiefs is put to the Wet’suwet’en people for their consideration. So it’s worth taking the opportunity of the interregnum to ask a question or two, in light of all this:

A Toronto Star headline: “RCMP’s dastardly defiling of reconciliation on Wet’suwet’en lands cannot be undone.” The CBC: “’Reconciliation is dead and it was never really alive.” The Globe and Mail: “Reconciliation isn’t dead. It never truly existed.” The National Post: “There isn’t any reason to declare reconciliation dead. Maybe the opposite.” A random placard: “Reconciliation was never alive.”

There’s really no point in asking whether this vaguely comprehended public good is alive or dead if reconciliation means anything you might want it to mean. If that’s the way things are going to be, the term can be weaponized for any old rhetorical purpose you like. Fat lot of good that will do anyone.

But the term does have what you might call objective meaning. The Concise Oxford Dictionary has “reconcile” as “make friendly after estrangement,” which has a nice ring to it, as do its subsidiary meanings. To purify, by special service after profanation or desecration. To make acquiescent or contentedly submissive. To heal, to settle, to harmonize, to make compatible. That kind of thing.

More importantly, and of direct relevance to the current unpleasantness, we have several decisions of the Supreme Court of Canada to draw upon, each of which addresses this business of reconciliation as it relates to Aboriginal rights and title. Most useful is the case of Delgamuukw Versus the Queen, which — conveniently for our purposes here — involves the hereditary chiefs of the Gitxsan and the Wet’suwet’en.

The whole point of Aboriginal rights in Canada — the whole purpose of Section 35.1 of the Constitution Act, which explicitly recognizes and affirms the Aboriginal and treaty rights of Canada’s Indigenous peoples — is “the reconciliation of the pre-existence of Aboriginal societies with the sovereignty of the Crown,” as the Supremes’ Chief Justice Antonio Lamer put it.

And reconciliation doesn’t at all mean that the will of the Wet’suwet’en hereditary chiefs must necessarily prevail over the rights of all those other First Nation communities who want the Coastal GasLink pipeline built. And whatever you or I might want, the very real and enforceable rights of those Wet’suwet’en chiefs are not inviolable.

As for consent, in all dealings where Aboriginal rights or Aboriginal title might in some way be trespassed upon, a First Nation’s fully free and informed consent should be the overriding objective of the Crown’s good-faith negotiations. That’s been the law for a quarter of a century now.

The very real and enforceable rights of those Wet’suwet’en chiefs are not inviolable

The Crown can’t outright extinguish Aboriginal rights without consent. But the Supreme Court in Delgamuukw was unambiguous: “Constitutionally recognized Aboriginal rights are not absolute and may be infringed by the federal and provincial governments,” and there are massive hurdles that the Crown has to surmount in order to infringe upon those rights. But they’re by no means insurmountable. Any infringement of Aboriginal rights and title must be constrained by a clear and valid justification. Among the justifications the Supreme Court judges in Delgamuukw identified as being available to the Crown are “the development of agriculture, forestry, mining, and hydroelectric power, the general economic development of the interior of British Columbia, protection of the environment or endangered species, the building of infrastructure and the settlement of foreign populations to support those aims.”

The whole point of Aboriginal rights and title is reconciliation, and the whole point of reconciliation is to bridge Crown sovereignty with the ancient and complex laws, customs and traditions of Indigenous communities who have persisted in what is now Canada from time out of mind. Put another way, the point is to simply muddle through. There’s nothing stirring or glamorous or especially exciting about it. As Justice Lamer put it, so succinctly and eloquently: “Let us face it, we are all here to stay.”

So do let us face it, then.
