Millions will be on the job, but many will now be without one

Eight-million people return to work tomorrow as SA attempts to salvage a battered economy, but it will be against a massive surge in Covid-19 infections.

Others have no jobs to return to. The restrictions have dealt a blow to many, with economists predicting that about 100,000 companies may not survive.

Business rescue practitioners and liquidation lawyers told the Sunday Times they had been inundated with inquiries since the lockdown began in March and warned of closures and liquidations that could cost as many as 7-million people their jobs.

Also top of mind this week was how the millions of workers who rely on public transport will get to work safely.

During a briefing yesterday, transport minister Fikile Mbalula said the Passenger Rail Association of SA (Prasa) was not ready to start tomorrow. It would resume only in July, “in the interests of safety”.

Minibus taxis will operate but can carry only 70% of capacity, and buses just 50%.

On Friday, labour federation Cosatu said the absence of a proper transport plan was the biggest problem.

“We listen to all role players in the transport sector, they are not convincing. Prasa carries 8-million a day. You are not going to reopen the economy with Prasa not working,” said Cosatu’s Sizwe Pamla.

Another fear is that taxis will not comply with capacity regulations.

“Who are the marshals that are going to make taxis comply when they leave the rank?” Pamla asked.

Stephen Thomson, of Thomson-Wilks attorneys, said inquiries about business rescue had trebled since the lockdown began in late March.

“When the courts allow the flow of summonses and applications in the week, we have a few liquidation applications in the wings,” he said.

“We also act for a lot of creditors who are poised to put in applications for liquidation.”

Colin Strime of Fluxmans Attorneys said: “We have had a lot of queries and we are expecting a tsunami when things reopen.

“We have a constant range of questions from business owners who are obviously concerned, but denial is also a big factor for some of these directors. Many don’t want to face the reality that they will have to go insolvent,” he said.

Business rescue practitioner Kurt Knoop said he had seen a rise in companies reaching out for rescue.

“Some simply cannot be rescued; they are too far gone. Not because of their financial inability, it’s the long-term knock on trading,” he said.

Gym owner Tristan O’Brien has been forced to close five of his seven facilities, his 40 staff members facing unemployment.

“By the time I come back under level 1, I will be in the neighbourhood of R200,000 in arrears for rentals alone. There is no way that we will be able to survive with that kind of expense,” he said.

“I have my hands tied behind my back and now I need to tell my staff that I’m sorry, this is a forced closure, there is nothing I can do.”

George Nell, of Corporate Business Rescue, said while rent holidays had bought breathing space for cash-strapped firms, this would not last.

“Once the banks are pushed to their limits, they will exert pressure on landlords and then they will push the tenant.

“The shoe will begin to pinch in the months to come when debt has to be repaid,” he said.

Ballito salon owner Shelley Stegen was in tears over the shuttering this week of the business she built over two decades. Ten of her employees will lose their jobs.

“It’s heartbreaking when you realise that everything you have worked so hard for is gone in a flash and there’s nothing we can do,” she said.

Rune Ravnsborg, owner of technology firm Rebel Tech, said the lockdown had killed his 13-year-old company and the jobs of nine of its employees.

“We never envisioned that the lockdown would eliminate the need for e-commerce and when they announced that everything would be shut down for weeks, we knew we were in trouble,” he said.

Debt review firms also report being overwhelmed by requests for help.

Benay Sager, COO of DebtBusters, said it had dealt with an 83% increase in inquiries compared with May last year. This followed an 86% increase in April compared with the year before.

“Payment holidays have given people a buffer. Between July and September, a lot of these holidays will be over, and the true impact will be felt,” he said.

The Banking Association reports that more than 140,000 businesses have approached their banks for cash-flow relief or payment breaks on their debt. By May 23, it had helped 132,000 of these, providing R10.3bn in relief.

Martin Kingston, of Business for SA, said some sectors – including retail, mining and liquid fuel – were more ready for level 3 than others.

“Undoubtedly there will be individual instances of noncompliance … The operational procedures may be cumbersome and difficult to begin with as firms get into the rhythm,” he said.

“We believe it is important that the enforcement agencies have a common understanding of the regulations and how they should be applied. That has not been our experience to date, with many instances of inconsistent understanding of the regulations.”

Lumkile Mondi, a senior lecturer at the Wits School of Business and Economics, said a drop in disposable income would take a long-term toll on companies that were still trading.

“As people return to work the outlook will be very grim. Unfortunately for many, the state has moved too late to reopen society,” he said.

Political economist Daniel Silke said small businesses had “not received adequate protection from government”.

“In SA, many businesses are being left to their own devices. The inability of the UIF to process TERS [temporary employer/employee relief scheme] payments in May is an example of this,” he said.

While larger companies may be ready to reopen, small and medium-sized enterprises may not be able to comply with the government regulations.

Safety SA CEO Karl Campbell said: “Businesses that had sufficient capital to survive the lockdown will be more ready than those who are cash strapped. I will be happily surprised if all businesses will have sufficient PPE [personal protection equipment].”

Dormant “zombie fires” scattered across the Arctic region — remnants of record blazes last year — may be coming to life after an unusually warm and dry Spring, scientists warned Wednesday.

“We have seen satellite observations of active fires that hint that ‘zombie’ fires might have reignited,” said Mark Parrington, a senior scientist and wildfire expert at the European Union’s Copernicus Atmospheric Monitoring Service.

The hotspots, which have yet to be confirmed by ground measurements, are particularly concentrated in areas that burned last summer.

In June — the hottest on record, going back 150 years — the blazes are estimated to have released 50 million tonnes of CO2 into the atmosphere, equivalent to Sweden’s annual emissions.

“We may see a cumulative effect of last year’s fire season in the Arctic which will feed into the upcoming season, and could lead to large-scale and long-term fires across the same region once again,” Parrington said.

The risk of wildfires increases with hot weather and low humidity, and Europe in particular has seen record temperatures for March and April this year.

“There has been tremendous warmth in the Arctic that will have led to a lot of drying, making the peat soils ripe to burn,” Mike Waddington, an expert on watershed ecosystems at McMaster University in Canada, told AFP.

“A zombie fire is a fire that continues to burn underground and then reignites on the surface after a period of time,” Waddington explained.

HOLDOVER FIRES

Embers deep in organic soils such as peat lands can spark into flames weeks, months and even years later.

Scientists monitoring Alaska have seen a similar phenomenon.

“Fire managers noted increasing occurrences where fires survive the cold and wet boreal winter months by smouldering, and re-emerged in the subsequent spring,” the Alaska Fire Science Consortium, grouping four universities and research institutes, reported in their Spring 2020 newsletter.

Since 2005, scientists on the ground in Alaska have identified 39 such “holdover fires”, as they are also called.

Matching these observations with satellite data, they found that most of the fires were too small — less than 11 hectares, and in most cases less than one — to be detected. But seven of them were visible from space.

Last year’s massive blazes were fuelled by record heat. Parts of Siberia and Alaska were up to 10 degrees Celsius warmer than normal for weeks at a time.

Temperatures in Greenland accelerated melting of the island’s kilometres-thick ice sheet, resulting in a net loss of 600 billion tonnes of ice mass for the year — accounting for about 40 percent of total sea level rise in 2019.

South African ‘world’s oldest man’ wants to stop smoking

Fredie Blom spent most of his life as a labourer – on a farm and in the construction industry – in apartheid South Africa but he might soon be recognised as the world’s oldest man, as the BBC’s Mohammed Allie reports from Cape Town.

Although he gave up drinking many years ago, Fredie Blom is still a regular smoker.

“Every day I still smoke two to three ‘pills’,” – local slang for tobacco tightly rolled into a cigarette-length piece of newspaper. “I use my own tobacco because I don’t smoke cigarettes.

“The urge to smoke is so strong. Sometimes I tell myself I’m going to stop but it’s just me lying to myself. My chest chases me to have a puff and I’m then forced to make a ‘pill’.

“I blame the devil for that because he’s so strong,” he says with mischievous grin.

Celebrity status

The first thing that strikes one when meeting the centenarian is how remarkably healthy and solid he still looks.

A tall, well-built man, he walks unaided, if understandably slowly, and besides being a touch hard of hearing, he has absolutely no ailments.

The former farm worker, who turned 114 on 8 May, is said to be the oldest person still alive although this is yet to be verified by the Guinness World of Records.

The title was last held by a Jamaican woman, Violet Moss-Brown, until 15 September 2017 when she died at the age of 117.

Guinness World of Records says it is still consulting genealogists to confirm the next holders of the “world’s oldest man and woman” titles.

Mr Blom, who sports a slightly unkempt handlebar moustache and grey stubble beard, doesn’t have any special secret for his longevity.

“There’s only one thing – it’s the man above [God]. He’s got all the power. I have nothing. I can drop over any time but He holds me,” is his response when I ask him what keeps him going.

“I feel very healthy, I’m good. My heart is strong but it’s only my legs that are giving in – I can’t walk the way I used to,” he says, speaking in Afrikaans with a loud and clear voice.

He has inevitably acquired a celebrity status that has seen a constant stream of people ranging from locals to provincial government ministers coming to visit him in his modest home in Cape Town.

He said it’s a great feeling to know that people care. For his birthday, a local supermarket and the provincial department of social development presented him with big birthday cakes.

Worked into his 80s

Janetta, Mr Blom’s wife of 48 years who is 29 years his junior, says her husband has been remarkably healthy and has only been to hospital once – many years ago when he had a problem with one of his knees.

She reveals that many people initially doubted her husband’s age.

“There were questions about it when he applied for his identity document several years ago, but his niece went to East London to get his birth certificate which provided the proof that was needed.”

Sihle Ngobese, spokesperson of the West Cape Dept of Social Development, told me that the fact that the government had issued Mr Blom with an identity document that records his date of birth as 8 May 1904 is proof enough for them.

It was at an early age that Mr Blom left his birthplace of Adelaide, a small rural town in the Eastern Cape, to move to the bright lights of Cape Town. Because he didn’t attend school, he is unable to read and write.

Instead his eyes twinkle when recalling one of his favourite childhood pastimes.

“When I got up in the morning I loved to go out and look at the world. I would often take [a] catapult and shoot the little birds – I felt proud when I looked at my belt and it was lined with the birds that I had shot.”

His first job was as a farm labourer before moving to a company that installed pre-cast concrete walls known locally as vibracrete.

“We went all over Cape Town to install walls. I worked there for a long time until my retirement when I was already into my 80s,” he says.

Living in a gang-infested, crime-ridden area like Delft, it’s not hard to see why Mr Blom believes the prevalence of crime is the biggest change he’s observed in his lifetime.

“Life was much more peaceful. Those were good times. There were no murders and robberies. Nobody got hurt, there was nothing of the sort.

“You could lie on your bed all day and when you woke up, everything – all your possessions – would still be there. Now it’s all changed.”

As for politics and the change from the days when South Africa was under white minority rule, Mr Blom is completely oblivious. “I worked on the farm – there was no time for anything else but to do your work. We only heard fleetingly about politics.”

This admission may seem surprising but it is actually a common view among farm workers and labourers. Many of them, like Mr Blom, were illiterate, and lived a very secluded life.

Although black workers lived and toiled under harsh conditions on the almost entirely white-owned farms, they were generally prevented from mobilising, let alone joining trade unions or political groups.

‘Nonsense TV’

His wife told me that he doesn’t eat anything special. He likes to have meat for every meal but also eats a lot of vegetables.

Mr Blom is still strong enough to wash and dress himself although, according to his wife, he struggles to put on his shoes.

He also sometimes needs the assistance of his grandson to shave.

For someone who normally started his day at 4.30am in his working years, Mr Blom now rises much later and doesn’t do much around the house.

“I can’t do anything – I can’t even get on a ladder any longer. I just sit around. I don’t have time for the nonsense that’s on TV.”

He would rather sit outside his house and roll up another piece of newspaper and give in, once again, to the devil’s temptation.
