Critics cite crucial loopholes in farm bills

The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020, lays down a new architecture for contract farming in the country so that agribusiness and farmers can engage with one another more confidently, enable modern supply chains and investments by agribusinesses in cultivation.

The National Democratic Alliance government termed the two farm bills passed by Parliament on Sunday to liberalise the agriculture sector as “historic”, but farmers’ groups and activists opposing them allege the bills will create a system lacking adequate oversight and make cultivators vulnerable to exploitation.

The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020, lays down a new architecture for contract farming in the country so that agribusiness and farmers can engage with one another more confidently, enable modern supply chains and investments by agribusinesses in cultivation.

Farm produce, under a decades-old system, are sold and bought in wholesale markets run by so-called agricultural produce marketing committees, or APMCs, under state laws. This is the mandi system. The bill enables food traders to buy farmers’ produce from any market, outside the purview of APMCs, rather than be bound to a specific market where they are licensed to operate.

In December 2010, when onion prices peaked, a probe by the country’s statutory anti-monopoly body, the Competition Commission of India, revealed that one firm accounted for nearly a fifth of the total onion trade for that month at Lasalgoan APMC, Asia’s largest onion market in Maharashtra’s Nashik.

While the APMC system is cartelised, bypassing it altogether will leave farmers vulnerable to big food corporations and the country will have no way of knowing what is being traded and at what price, critics argue. Intelligence on price and stock are critical to protect farmers and consumer interests both, they say.

“Nor does it want to build a price intelligence system even as it weakens the mandi system. How and when will it intervene then?”

On Sunday, parties such as the Congress and Biju Janata Dal said the government ought to have included federally-fixed “minimum support prices” as the benchmark for any farm trade.

The lack of any mention of MSP, which is considered as a basic remunerative price mandated by the government and federally fixed, in any of the legislations has given rise to suspicion that the new system will weaken the existing MSP regime.

This bar of jurisdiction will hurt interests of farmers, they argue.

The two are a part of a group of 17 officers of the Navy, including four women officers and three officers of the Indian Coast Guard, who were awarded ‘Wings’ on graduating as ‘Observers’ at a ceremony held today at INS Garuda, here, a Defence statement said.

The group comprised 13 officers of Regular batch and four woman officers of Short Service Commission batch.

The ceremony was presided over by Rear Admiral Antony George, Chief Staff Officer (Training) who presented the awards and coveted wings to the graduating officers.

The Rear Admiral Antony highlighted the fact that it was a landmark occasion wherein for the first-time women are going to be trained in helicopter operations which would ultimately pave way for the deployment of women in frontline warships of Indian Navy.

The officers of the 91st Regular course and 22nd SSC Observer course were trained in air navigation, flying procedures, tactics employed in air warfare, anti- submarine warfare and exploitation of airborne avionic systems.

These officers would serve on-board Maritime Reconnaissance and Anti-Submarine Warfare aircraft of the Indian Navy and Indian Coast Guard, the statement said.

“Painful scenes! Happens when Maharashtra govt has only the time to dismantle @KanganaTeam’s office! #Maharashtra #Bhiwandi,” the user had tweeted.

At least 10 people were killed after a three-storey building collapsed in the Patel Compound area in Bhiwandi. The building collapsed at around 3:40am.

Ranaut’s tweet also came days after the Brihanmumbai Municipal Corporation (BMC) demolished her office in the city. Her office in Pali Hill, Bandra was partially demolished by the civic body on September 10. She had moved the Bombay High Court against the demolition of what BMC termed as “illegal alterations” at her office.

The civic body had earlier filed an affidavit in the high court, saying Ranaut had made substantial alterations and additions to the property unlawfully and that her allegations against it were “baseless”.

Ranaut has been at loggerheads with the Maharashtra government since she criticised Mumbai Police’s handling of the investigation into Sushant Singh Rajput’s death. She referred to Mumbai as “Pakistan-occupied Kashmir” and “Pakistan” and triggered a political controversy.

Over one lakh posts are lying vacant in Central Armed Police Forces (CAPFs) like the BSF and the CRPF and the vacancies have occurred mostly due to retirement, resignation and deaths, the Rajya Sabha was informed on Monday.

“Vacancies in CAPFs and Assam Rifles arise due to retirement, resignation, death, new raising, creation of new posts, cadre reviews, etc. Majority of these vacancies are in the grade of constable,” he said replying to a written question.

Rai said there exists a well-established procedure to fill up these vacancies like through direct recruitment, promotion and by deputation, as per the extant provisions of Recruitment Rules.

The minister said the government has taken expeditious steps to fill up the vacancies in CAPFs, which is an ongoing continuous process.

India increases tech surveillance on Ladakh LAC with Israeli Heron drones

Along with the ITBP, specialised forces, trained over the past decades to fight on the northern front, have now been pushed up to the frontier.

In a stand-off with a belligerent Chinese People’s Liberation Army (PLA) at four points in East Ladakh , India has increased technical drone surveillance of the area even as the Indo-Tibetan Border Police (ITBP) has inducted more battalions into the sector to support army along the 3,488 km Line of Actual Control (LAC), government and military officials familiar with the matter said.

The decision to induct ITBP battalions in support of the army was taken on June 20 after Director General Military Operations, India, Lt General Paramjit Singh and Director General (ITBP and BSF) S S Deswal visted Leh to be briefed about the ground situation. The top security officials of Indian Government were briefed by the XIV Corps Commander Lt General Harinder Singh on the the stand off with PLA.

India has also deployed its specialised high-altitude forces along LAC to repel any transgression in the western, middle or eastern sectors, the officials added.

With the Narendra Modi government giving a clear mandate to the Indian Army to repel any PLA transgression along the LAC, the military and the National Technical Research Organization (NTRO) have been asked to deploy more surveillance drones in the area so that the battle theatre becomes more transparent. While the army has been given clearance at the highest levels to acquire more drones, the Israeli Heron medium altitude long endurance drone currently being used by NTRO is providing technical surveillance of the area.

The Chinese PLA has the unproven armed drone Wing Loong in its inventory; India is also looking to acquire armed drones from either Israel or the US.

According to government officials familiar with the matter,the ITBP force accretionis being done to ensure that all 65 (some say 62) patrolling points along the 1547 km LAC in East Ladakh are fully patrolled , thereby not allowing PLA to expand the scope of its dispute with India by engaging in more areas. The ITBP operates under the Indian Army in the event of hostilities, and also undertakes joint patrols with the military in peacetime; it already has at least 7,000 men on ground. The joint briefing of DGMO, who has served as Corps Commander of Nagrota in J &K, and DG (BSF and ITBP) was done to ensure that the Indian forces are on the same page in case the red flag goes up.

Along with the ITBP, specialised forces, trained over the past decades to fight on the northern front, have now been pushed up to the frontier. Unlike the PLA, which moves in infantry combat vehicles that use paved metalled roads, the Indian mountain troops are trained in guerrilla warfare and in high-altitude combat, as demonstrated during the 1999 Kargil War.

“The art of mountain fighting is the toughest, as the cost of human casualties is 10 to each troop of the adversary sitting on a height. The troops from Uttarakhand, Ladakh, Gorkha, Arunachal Pradesh and Sikkim have adapted to the rarefied heights over centuries and hence their capability of fighting is close-quarter combats is without match. The artillery and the missiles have to have pin-pointed accuracy or else they miss the mountain target by miles,” said a former Indian Army chief.

The Tibetan plateau is flat on the Chinese side while the Indian side starts from K2 peak in Karakoram, to Nanda Devi in Uttarakhand, to Kanchenjunga in Sikkim, and Namche Barwa across Arunachal Pradesh border. “In mountains, it is not only difficult to capture territory but more difficult to hold it,” a China expert at South Block said.

The officials cited in the first instance said that India is willing to play the long game. “Our battalions lined up with armoured personnel carriers and artillery. India will not instigate or precipitate any skirmish but will reply to any transgression. The days of LAC nibbling are over. This is a battle of nerves and India is prepared to wait, come snow come sunshine,” said a senior minister who asked not to be named.

The officials added that the Modi government is unhappy that Chinese President Xi Jinping did not rein in PLA western theatre commander General Zhao Zongqi, who, according to China watchers, is keen on imposing the 1960 Eastern Ladakh map based on claims on Indian territory.

This map, in which China claims territory up to Kongka La, was unveiled by former Chinese premier Chou En Lai, who led the country during the 1962 conflict. Indian officials said that it was in an attempt to set aside historical baggage that Prime Minister Narendra Modi initiated the Wuhan and Mamallapuram summits so that the two leaders could promote the bilateral relations after the 73-day Doklam face-off in 2017.

While both India and China are diplomatically engaged to de-escalate the situation, the instructions to the ground forces are to not to allow any transgression by the PLA at any cost. “ PLA soldiers use vehicles to reach their posts; our troops are trained to climb and then fight . Thanks to adversaries on western and northern borders, Indian infantry has learnt the art of fighting at the highest heights be it Siachen, Karakoram, Lipulekh or Thag la,” said a senior military commander who asked not to be named.

Home Minister Amit Shah had earlier this month asked Lt Governor Anil Baijal to reach out to the voluntary sector to help the Delhi government rapidly expand its capacity to accommodate and treat Covid-19 patients.

Home Minister Amit Shah has roped in the Indo-Tibetan Border Police medical personnel to run India’s biggest facility being set up for Covid patients in south Delhi. The facility, being set up at a Radha Soami Satsang Beas complex in Chattarpur, would be able to accommodate over 10,200 patients.

The Chattarpur facility, the size of 15 football fields, has been named Sardar Patel Covid Care Centre and Hospital.

“This would be 10 times bigger than the field facility for Covid patients that was temporarily set up in China’s Leishenshan to accommodate 1,000 patients,” said a senior Home Ministry official. Back in February, Chinese diplomats had put out a video of the construction of the hospital to showcase what was then considered a feat.

AIIMS director Randeep Guleria had later indicated that this model may have overestimated the extent of the spread but backed moves to prep for the worst-case scenario.
